Standard method of measurements of building works - Sri Lanka (SLS 573)

A brief investigation revealed that the Sri Lanka Standards 573 (SLS573): Standard Method of Measurement of Building Works (SMM), which was first revised in 1999, is generally used in the industry. However, it is also viewed that the SMM is not popular enough because of several issues.

This research was aimed at identifying such issues and compiling a "Web-Based User Guide" to make it popular in the industry. The research was focused on to investigating the problem areas of the SMM SLS 573 and to group them under three headings namely; Measurement rules which do no match to local needs, Areas where clarification is required and Omissions where no measurement rules have been given. 

The questionnaire survey received a poor response thus a selected number of professionals were interviewed using semi-structured interviews. It was revealed that many people were reluctant to use the SLS573 because of the ambiguities and non-conformity to local practices.

SMM7 (Standard Method of Measurement SMM7)

The Standard Method of Measurement (SMM) is published by the Royal Institute of Chartered Surveyors (RICS). It was first published in 1922, superseding a Scottish Standard Method of Measurement which was published in 1915. It is now in its seventh edition (SMM7), which was first published in 1988 and revised in 1998.

SMM7 provies detailed information, classification tables and rules for measuring building works. It is important that there is a uniform basis for measuring building works in order to facilitate industry wide consistency and benchmarking, to encourage the adoption of best practice and to help avoid disputes.

SMM7 is typically used in the preparation of bills of quantities, documents that provide measured quantities of the items of work identified by the drawings and specifications in tender documentation. Bills of quantities are issued to tenderers for them to prepare a price for carrying out works.

SMM7 is accompanied by the Code of Procedure for the Measurement of Building Works (the SMM7 Measurement Code). Whilst SMM7 can have a contractual status on a project (for example in the JCT Standard form of Building Contract), the Measurement Code is non-mandatory.

Standard Method of Measurement - Pakistan

The title of this document is PICC Standard Method of Measurement, First Edition (May, 2010), which is abbreviated to PICCSMM1. PICCSMM1 is intended to be utilized in conjunction with the General Conditions of Contract, PICC General Specifications or any other relevant provisions provided elsewhere in the Contract Documents.

The Works shall be itemized and described in Bill of Quantities in sufficient details to enables Bidders / Tenderers to price it adequately and the method of measurement shall be stated in the Preamble to the Bills of Quantities. The Preamble shall state the methods of measurement other than PICCSMM1, if any, which are adopted while preparing the Bill of Quantities and to be used for measurement of completed parts of Works. Such methods of measurement shall comprise those not covered by the PICCSMM1.

The objective of PICCSMM1 is to set forth the procedure according to which the Bills of quantities shall be prepared, priced and the quantities expressed and measured.

Principles of Measurement International (POMI)

POMI was published in 1979 for works of construction. POMI is a set of measurements principles to reduce widely varying practices and consequent disputes. Although there are an increasing number of contract documents requiring bills of quantities, often there is no framework within which they can be prepared, nor a commonly agreed basis of measurement. These principles, provide a uniform basis of measurement. They are suitable for use where existing rules are inappropriate or where no rules exist. In June 2011, BCIS undertook an online survey to sample members’ opinion on the RICS Principles of Measurement (International) (POMI), which showed that it was still widely used particularly in the Middle East.
